considering 7600x TDP at 105W. Air cooler won’t be sufficient. As our testing with Deepcool AG620 dual tower cooler constantly hitting 95c on blender load at 30c room temp.
liquid cooler with high performance will be good like Deepcool 240mm LS520.

Sony XAVC S that is H.264 codec can be very difficult to edit with even the latest Intel 13th gen or Ryzen 7000 consumer series processors.
The best option is to go with Intel 13900K with Nvidia RTX 4070 12GB. 13900K has 24 cores that can handle this heavy codec.
Ryzen Threadripper 5000 series can definitely handle this 4K H.264 10bit 4 2 2 footage.
